Must I learn German to study in Germany and Austria?
That depends if the course you selected is offered in German or in English. The good news is, there are tuition-free options for English-taught courses in Germany. And in Austria, the course fee is the same for both German and English-taught courses. Learning German will give you a strong competitive advantage though, especially when you are looking for a job in Germany or Austria.
